That decision excited the dog lovers who told the council that Coot Lake is one of the last places around Boulder for dogs to run free and play in the water.

Boulder resident Andy Malkiel told the council he collected signatures from more than 400 people who support keeping the voice and sight rules around Coot Lake.

"I think that we're on the right track" with the fence and more public education, he said.

A few people said they are worried about the decreasing habitat for nesting birds in particular at Coot Lake, and they supported the leash law.

A.D. Chesley, who represents the Boulder County Nature Association, said the group is concerned about wildlife on the west shore of the reservoir and encouraged the club's phasing-out.

"We would like the western shore designated as a wildlife habitat conservation area," she said.
